Both of the portraits you posted are really nice, but since I've got quite a few comments already I decided to critique this one (so I've time to comment on more peoples work), as I think this piece would benifit most from it.
Over all I think it's a really sweet looking portrait, both portraits have the potential to be really great, but this one speaks to me a bit more - it has a bit more character too it, eventhough the other one is rendered better I think.
Anatomically this is pretty spot on. I agree with the other commenter that her left iris is a bit too big, and there might be a few minor issues (her nose looks a bit odd, and her shoulders -though elegant- might be a bit too small right now), but I dissagree that her chin is too manly. It's definitely not too manly, a little variety is good and we don't want all people in art to look the same XD. I think it adds to her character.
I love the general skintone, although if you really wanted to push it, it could use more variation.
I think most can be gained in this picture from controling your edges a bit better (everything is sharp atm, and work on your values a bit more, and watch out with those almost-pure blacks you've used on her eyes. Also the hair texture could use some work.
I haven't bothered with the background and shirt, because those seem unfinished or just quickly thrown in there.
